347.06 PREVENTATIVE MEASURES TO ELIMINATE ESCAPING DUST.
   (a)   Any truck or combination of vehicles carrying coal or other extractive mineral material, including but not limited to sand and gravel, shall not be operated on any street in the City unless such vehicle's truck bed is covered with a tarpaulin or other suitable cover and such tarpaulin or other cover is securely fastened so as to prevent anything from dropping, sifting, leaking, blowing out or otherwise escaping therefrom.
   (b)   Any truck or combination of vehicles described in paragraph (A) operated on any street in the City with an empty bed following unloading of coal or other extractive mineral material shall also comply with the covering requirements specified in paragraph (A) unless, prior to such operation on any street in the City, the truck bed is completely hosed down with water otherwise cleaned so as to eliminate the dust from the empty truck bed.
   (c)   This section does not apply to any truck or combination of vehicles carrying sand, salt or other similar material, where such material is being applied by such truck or combination of vehicles to the roadway for traction purposes or to otherwise clear the roadway of snow or ice.
