The City Attorney shall be the legal advisor and counselor of Council and all other officers of the City. He shall represent the City in all courts in all proceedings in which the City, or any City officer or employee in his official capacity, is a party, and he shall perform such duties incidental to his office as may be required of him by Council. The City Attorney shall receive such regular compensation, and such fees for special services, as may be agreed upon by the Council and the Attorney.
