2-2-5: REVERSAL OF DECISIONS OF OFFICERS:
   A.   Authority: In exercising the above mentioned powers, the city council, sitting as a board of adjustment, may, in conformity with the provisions of this chapter, reverse or affirm, wholly or in part, or may modify the order, requirement, decision, or determination appealed from, and may make such other order, requirement, decision, or determination as ought to be made, and to that end shall have the power of the officer from whom the appeal is taken.
   B.   Majority Vote: A majority vote of the members of the city council, sitting as a board of adjustment, shall be necessary to reverse any order, requirement, decision or determination of the city clerk, city building inspector or other officer, or to decide in favor of the applicant in any matter upon which it is required to pass, or to effect any variance in the regulations and restrictions provided for in the zoning or other ordinances.
