(A) It shall be unlawful for any person or persons to obstruct the free passage of traffic on any public right-of-way within the town. The term RIGHT-OF-WAY shall include, but shall not be limited to, streets, avenues, alleyways, but includes all passageways used by the public or by public conveyances such as vehicles owned by the town and used on property owned by the town.
(B) It shall be sufficient to support a conviction under this section if the accused shall:
(1) Block a right-of-way with a vehicle or other obstruction to prevent the free flow of traffic through the right-of-way;
(2) Block a lane of traffic on a street or avenue so that it would be necessary for another vehicle to cross the centerline of the street or avenue or leave the paved portion of the street or avenue or to drive in an area customarily reserved for parked vehicles in order to pass the obstruction; or
(3) Block the free flow of traffic to and from property owned by the town.
