(A) It is unlawful for any person, persons, firm, partnership, corporation or association to convey or rent or cause to be conveyed or rented to any other person, persons, firm, corporation or association any interest in real estate situated within the geographical boundaries of the city, which is improved with a structure or structures intended to be used for residence purposes without first having obtained from the city a certificate evidencing such structure to be in conformity with the minimum construction, health and safety standards of this code. Any such certificate, once issued, shall remain valid for the purpose of compliance with the requirements hereof for a period of 30 days next following the date of issuance of such certificate.
(B) Any person, persons, firm, partnership, corporation or association desiring to secure certification of a structure as complying with the minimum standards as set out in this chapter shall file with the city a request that the premises for which such certification is sought be inspected. Such request for inspection shall be accompanied by payment to the city the appropriate fee as established herein for such inspection.
(C) Upon receipt by the city, of a request for such inspection, the Director of Building and Housing shall inspect or cause to be inspected, the premises in question and deliver to the party requesting same, either:
(1) A certification that the premises in question conforms to the minimum construction, health and safety standards as set forth in this code; or
(2) A specification of those particular items that, by reason of their existence, cause the property in question to fall below the minimum construction, health and safety standards set forth in this code.
(D) (1) In the event that a structure once inspected pursuant to the provisions hereof shall have failed to meet the minimum standards of construction, health and safety as aforesaid, the party requesting the initial inspection may, upon the tender to the city of the additional inspection fee provided for herein, request an additional inspection of the premises in questions.
(2) Following such additional inspection of the premises in question, the Director of Building and Housing shall advise the applicant of the results of said inspection, as in the case of initial inspections pursuant to division (C) above.
(E) Fees for inspection of residential structures pursuant to the requirements hereof shall be as follows:
(1) For an initial inspection: the sum of $50;
(2) For subsequent inspections not exceeding two in number: the sum of $30;
(3) For subsequent inspections beyond those provided for in division (E)(2) above: the sum of $30 per inspection; and
(4) Subsequent or follow-up inspections necessitated by reason of expiration of a certificate of inspection pursuant to the terms and provisions of division (A) above: the sum of $30.
