At least once each year, prior to the City Council adoption of the budget, the City Treasurer shall report to the Council with:
(A) Recommendations for amendments to this subchapter and to other parts of this code and to resolutions establishing impact fees; and
(B) Proposals for changes on impact fee rates and schedules.
