The findings and provisions adopted by City Council in order to protect persons and property, and prevent damage to the environment, through the regulation of any activity that breaks topsoil or otherwise moves earth, in order to prevent soil erosion and sedimentation, are adopted by reference as though set forth in full herein, including any future amendments to these provisions.
