No business establishment which is authorized by this subchapter to do so shall operate, permit to be operated, keep or maintain any video gaming device in the city without first having obtained the appropriate device license. Each video gaming device shall have a license. Each license issued shall be for a period of one calendar year beginning May 1 and ending April 30 and is the responsibility of the business license holder.
