No person shall drive any animal or vehicle on or across any sidewalk, boulevard or lawn, where there is no regular approach to the same. The owner or occupant of any premises or lot shall construct sufficient approaches to the sidewalk where the same is necessarily crossed in gaining access to such premises or lot by any private entrance.
