§ 97.35 WHEN CITATION ISSUED.
   Whenever a police officer is authorized to arrest a person without warrant because of a violation of any nuisances set forth in this chapter or any applicable ordinance of the city, the police officer may, in lieu of the filing of a complaint in court, in the first instance issue to such alleged violator a citation, advising the person that he or she has violated a specified section of this chapter or any applicable ordinance, requesting him or her to make payment in an amount applicable to the violation as set forth in § 97.38 of this chapter as settlement of the violation claim, and informing him or her that, upon failure to so settle, a complaint will be filed in the Circuit Court of the county, charging him or her with such violation.
