§ 92.26 MUZZLING AND LEASHING; RUNNING AT-LARGE.
   (A)   (1)   No person shall permit any dog, whether registered, inoculated for rabies, or not, or having the proper check, plate or tag attached or not, to run at-large in the city at any time.
      (2)   Every dog shall be kept in an enclosure or chained or securely tied, so as to prevent his or her running at-large, and no dog shall be taken out of such enclosure unless securely tied or fastened to a leash or under the control of the owner, keeper or possessor of such dog.
      (3)   Dogs are deemed to be running at-large when they are on any street, alley or sidewalk or any other public place or property not owned, leased or otherwise controlled or supervised by their owners, unless such dogs are properly leashed and are wearing correct registration and rabies inoculation checks, plates or tags.
   (B)   All dogs found running at-large contrary to the provisions of this chapter are declared to be a public menace and nuisance and shall be disposed of in accordance with this chapter.
   (C)   There shall be provided at some suitable place or by some suitable agency, to be designated by the Mayor, a dog pound for the impounding of all dogs found running at-large within the city limits.
