(A) No person shall have, keep or harbor in his or her possession, within the city, any dog until it is registered, the registration tax thereon paid and the dog checked or tagged as required by this chapter.
(B) (1) The owner of a dog shall cause such dog to be registered each year for the calendar year, in a register to be kept in the office of the City Clerk. Each dog shall be registered by its name, if any, its general description, the serial number of the most recent rabies inoculation certificate, the name of the person having administered the vaccine, the date of such inoculation and the name and address of the owner or keeper of such dog.
(2) Each dog must have been inoculated against rabies within the 12-month period immediately preceding registration and a properly completed certificate must be presented to the Clerk as proof of such inoculation.
(3) At the time of registration for each year, or any portion thereof, there shall be paid to the Clerk a fee of $15 for each dog registered. All owners of vicious dogs, as defined in § 92.52(A) of this chapter, including Rottweilers, Pit Bulls, German Shepherds or other such dogs identified as dangerous and vicious dogs by the statutes of the state or the ordinances of the county, shall also deposit evidence of a liability policy of insurance issued to the owners of the dog in question, specifically identifying the dog, with liability limits of $50,000 per incident and normal medical and other coverage as contained in the standard liability insurance policy. A certified copy of the face page of the insurance policy, showing the extent of coverage, shall be delivered to the Clerk at the time of registration.
(4) This section does not apply to any dog which is less than 90 days of age.
(5) The registration fees required by this section shall not apply to dogs which are exercised or trained within city limits by non-residents of the city. Each dog which is exercised or trained within the city limits and either owned or under the direction of a non-resident of the city must have been inoculated, registered and tagged. The periods to be covered by registration shall be the same as in division (A) above. The fee for each such registration shall be $1 for each dog, regardless of sex or age.
