§ 92.05 CRUELTY TO ANIMALS.
   No person shall do any of the following:
   (A)   Cruelly treat any animal in the city in any way;
   (B)   Overwork, cruelly beat, torture, torment, mutilate or cruelly kill any animal or cause or knowingly allow the same to be done;
   (C)   Unnecessarily fail to provide any animal in his or her charge or custody, as owner or otherwise, with proper food, drink, shelter and air;
   (D)   Abandon any animal; or
   (E)   Carry, keep or cause to be kept any animal chained or tied to a fixed object in such a manner that the animal cannot freely stand or move without restriction.
