It is unlawful to keep or suffer to be kept in foul, offensive, nauseous or filthy condition, any kennels, yard or premises; to so negligently use any premises as to create an offensive smell and render the air unwholesome or disagreeable to the neighborhood; and to cause or permit any animal offal or noisome substance of any kind to be collected, deposited or remain in any place in the city, on public or private property, to the prejudice of others. It is further the responsibility of the owner to correct any unsanitary conditions created by the animal in violation of this chapter.
