§ 73.99 PENALTY.
   (A)   The general fines and penalties which shall be imposed shall be as follows.
      (1)   For the violation of any city ordinance other than a violation of the traffic codes of the city, fines and penalties shall be as established from time to time by action of the City Council.
      (2)   For violations of any provisions generally of this traffic code or any compliance violations; or violation of any other city ordinance regulation restricting or prohibiting the standing or parking of motor vehicles along the streets, byways, alleyways, regulating parking lots or such other location as may be controlled by off- street parking agreements located within the geographical boundaries of the city, other than for handicapped parking, the fine shall be:
         (a)   Twenty-five dollars on or before the date set for hearing as assigned on the notice of violation;
         (b)   Fifty dollars if paid after the first hearing date after failure to appear, but prior to the second hearing date; and
         (c)   One hundred-fifty dollars after failure to attend the first or second hearing date.
      (3)   For violation of any city ordinance regulating, restricting or prohibiting the standing or parking of motor vehicles along the streets, byways, alleyways, regulating parking lots or such other location as may be controlled by off-street parking agreements located within the geographical boundaries of the city for areas specifically designated for handicapped parking, the fine shall be:
         (a)   One hundred dollars if paid before the date set for the hearing as assigned in the notice of violation;
         (b)   One hundred-fifty dollars if paid after the first hearing date after failure to appear, but prior to a second hearing; and
         (c)   Two hundred-fifty dollars for failure to pay fine or attend second meeting.

   (B)   A person who violates § 73.01 of this chapter shall be subject to a fine of not less than $500.

   (C)   A person who violates § 73.02 of this chapter shall be subject to a fine of not less than $500.

   (D)   Any person violating § 73.06(A) of this chapter will be fined not less than $500 and not more than $1,000. Offenses may also be punishable as a misdemeanor by incarceration in the county jail for a term not to exceed six months under the procedure set forth in Illinois Municipal Code § 1-2-1.1, as amended, and in a separate proceeding.
