It is unlawful for any person to solicit or attempt to obtain cannabis, as defined in the state’s Cannabis Control Act being 720 ILCS 550 and except as authorized in the Cannabis Regulation and Tax Act, 410 ILCS 705/1 et seq., or a controlled substance, as defined by the state’s Controlled Substance Act being 720 ILCS 570, with an intent to possess by request, contract, agreement, command or understanding.
