§ 51.060 USE OF FIRE HYDRANTS.
   (A)   No person shall open any hydrant or standpipe to draw water therefrom or in any manner or form tamper with or place obstructions in the hydrant or standpipe. Use of hydrants or standpipes is restricted to members of the Fire Department in the discharge of their duties as firefighters or to those person authorized by the Water Committee.
   (B)   No person shall in any manner obstruct the access to hydrant, standpipe, valve or any public faucet that permits the drawing of water, in any street, alley or easement that will in any manner hinder or delay a member of the Fire Department to reach such appurtenances.
