No person, firm, corporation or entity may continue to be supplied with water by the city unless he, she or they permit access at least three times each year to enable an employee of the city to check the condition and reading of the inside meter against the outside touch-pad remote system reading. However, if the city cannot get a reading with its remote system, it may have accesses more than three times and as many times as needed with reasonable notice. If access is denied the water is subject to be shutting off.
