The Health Officer shall notify anyone who violates the provisions of this chapter in writing to such person directing him or her to cease and desist with respect to such violation. Should the condition continue to exist the Health Officer shall issue a citation or summons to such violator. Should the violation still exist, the Health Officer shall cause a complaint to be sworn to and warrant to be issued for such violation.
