For a two-week period in the spring season of each calendar year, there shall be conducted in the city a spring cleanup for the purpose of encouraging and assisting the residents of the city in their individual efforts to improve the aesthetic appearance of their properties, thereby producing a beneficial effect upon the city as a whole.
