(A) (1) There shall be certain days and times designated by the Superintendent of the Department of Public Works in the spring and fall of the year for the pick-up and disposal of bulky items and debris from residential locations within the city at no additional charge.
(2) The designation of those dates and times shall be given the widest possible publication and notice to the residents of the city.
(B) Residents may contact the Department of Public Works for the pick-up of bulky items and debris from residential locations at times other than those published dates and times in the spring and fall of the year; provided that, payment of fees for such services in the amount of $15 for a one-half truck load and $30 for a full truck load as may be estimated by the Superintendent of Public Works as necessary to accomplish such task, is made not less than five days in advance of the date of the requested service, to the city at the office of the City Clerk.
