To discharge the duties imposed by this chapter and to enforce its provisions the city animal control officer, any agent of the city animal control officer or any police officer may obtain an administrative search warrant to enter any premises where a dog or cat is kept or harbored and may require the animal's owner to show proof the animal has a current rabies vaccination, as described in section 3-2.
