No person shall own, keep or harbor any dog or cat over the age of six (6) months within the city limits unless it has been vaccinated for rabies and the rabies vaccination is current, meaning that the animal has received its first rabies vaccination within the preceding twelve (12) months or its second or subsequent rabies vaccination within the previous thirty-six (36) months.
