Sec. 18-61. Driving within sidewalk area or across curbs.
   The driver of a vehicle shall not drive within or across any sidewalk area or across any curbs located on a public street within the city except at a permanent or temporary driveway that has been permitted by the city and for which a curb cut and approach has been constructed by the city, if a curb is present next to the property. The term "vehicle" as used in this section shall include, but not be limited to, bicycles, motorcycles, minibikes, automobiles, other motor vehicles, and vehicles drawn by animals.
   Exceptions to this section shall apply only in cases where a driver of a vehicle is ordered to drive across a sidewalk or curb by a police officer or traffic control device, or in situations where emergency or maintenance work is undertaken by the city or authorized by the city through the issuance of a permit by the public works director.
