Petitions for street improvements may include requests for sidewalk improvements in accordance with city specifications or sidewalk improvements may be petitioned only. Such sidewalk improvements may be constructed as part of the street improvement project and in the same manner, except that one hundred (100) percent of the total cost of sidewalk improvements exclusive of the cost at intersections shall be assessed against the property owner.
