(a) The city council herewith adopts the provisions of G.S. Chapter 91A, "Pawnbrokers Modernization Act of 1989," in accordance with G.S. section 91A-12.
(b) The city council reserves the right to adopt further such rules and regulations governing this activity as it deems appropriate, subject to the specific limitations of G.S. Chapter 91A, and specifically the limitations of G.S. section 91A-12.
(c) Any person who shall violate or fail to comply with this section shall be deemed to be guilty of an offense and shall be punished by a fine not to exceed fifty dollars ($50.00) or by imprisonment not to exceed thirty (30) days.
