In order to protect the public health, safety and welfare, it shall be unlawful for a peddler or solicitor as defined by section 10-111 of this article to engage in such business within the city without first obtaining a permit therefor in compliance with the provisions of this article. Should any person employed by another as a peddler or solicitor change employment, such person shall be required to secure a new permit.
