Sec. 10-114. Certain exceptions.
   (a)    The provisions of this article shall not apply to persons while engaged in selling farm or dairy products produced by such persons or members of their immediate families, nor to the sale of newspapers.
   (b)    Nothing contained in this article shall prohibit the sale of articles of merchandise or the solicitation of funds by residents of the county, in behalf of civic, religious or charitable organizations based in such county, or the public schools, for purely religious, educational or charitable purposes, provided such organizations shall furnish for each person selling articles of merchandise or soliciting funds for said organizations, a hat, badge, pin, uniform or identification card which will identify the organization for whom such person is selling or soliciting.
