3-2-1: BUDGET OFFICER:
   A.   Position Created And Designated; Term: There is created hereby the position of budget officer in the city, who shall be designated by the commissioner of accounts and finances, with a two-thirds (2/3) vote of the city council. The budget officer shall serve at the pleasure of the city council.
   B.   Oath And Bond: Before entering upon the duties of his office, the budget officer shall take oath and post bond as provided by statute.
   C.   May Hold Another Office: The budget officer may hold another municipal office, either elected or appointed.
   D.   Compensation: The budget officer shall not receive compensation for this office.
   E.   Powers And Duties: The budget officer shall have the following powers and duties:
      1.   To permit, encourage, and establish the efficient planning, budgeting, auditing, reporting, accounting, and other fiscal management procedures in all municipal departments, commissions, and boards.
      2.   To compile an annual budget in accord with 65 Illinois Compiled Statutes 5/8-2-9.3.
      3.   To examine all books and records of all city departments, commissions, and boards which relate to monies received and paid out by the city, its departments, commissions, and boards, and debts and accounts receivable, amounts owed by or to the city and its departments, commissions, and boards.
      4.   To obtain such additional information from the city and its departments, commissions, and boards as may be useful for purposes of compiling a municipal budget; such information to be furnished by the city and its departments, commissions, and boards, in the form required by the budget officer. Any department, commission, or board which refuses to make such information as requested to the budget officer shall not be permitted to make expenditures under any subsequent budget for the city until such department, commission, or board shall comply in full with the request of the budget officer.
      5.   To establish and maintain such procedures as shall ensure that no expenditures are made by the city or its departments, commissions, or boards except as authorized by the budget. (Ord. 2376, 10-24-2011)
