A video gaming terminal operator may not be licensed by the state or the City as a video gaming terminal manufacturer or distributor or own, manage, or control a licensed video gaming location, and shall be licensed only to contract with licensed distributors and licensed video gaming locations. An owner or manager of a licensed video gaming location may not be licensed by the state or the City as a video gaming terminal manufacturer, distributor, or operator, and shall only contract with a licensed operator to place and service this equipment.
