In the unlikely event that any funds should be offered or made available to the city without affecting the city's credit and without the city incurring any liability or obligation whatsoever, the mayor and no less than two (2) of the city commissioners are hereby authorized to do those things and to perform such lawful acts as may be necessary to accept and receive such funds on behalf of the city.
