The council shall consist of nine (9) members, to be appointed by the mayor, with the advice and consent of the city council. The nine (9) members first appointed to the council by the mayor and city council shall be appointed to serve terms as follows: three (3) for a term of three (3) years, three (3) for a term of two (2) years and three (3) for a term of one year. All subsequent appointments by the mayor and city council shall be for a term of three (3) years, except in the event of a vacancy, in which case, an appointment shall be for the time remaining on the unexpired term in which the vacancy occurs. Any member may be removed from the council upon three- fourths (3/4) of the city council voting for such removal. (1977 Code § 2.54.030)
