There is created the Marion senior citizens' council, referred to in this chapter as the "council", the primary purpose of which is to encourage and promote a continuing program for the development and propagation of activities, programs and projects at the Marion Senior Citizens' Center that will inure to the benefit of all the senior citizens of the city.
