The board is empowered and authorized to manage and administer the center in keeping with and for the purposes set forth in this chapter; to maintain the center building and equipment in a state of good repair; to conduct the operation of the center on sound economic principles consistent with the primary purpose for its establishment; and to employ such personnel as may be reasonably necessary to accomplish those things the board is authorized and empowered to do.
