The board shall consist of thirteen (13) members, twelve (12) to be appointed by the mayor, with the advice and consent of the city council. The twelve (12) members first appointed to the board by the mayor and council shall be appointed to serve terms as follows: four (4) for a term of three (3) years, four (4) for a term of two (2) years and four (4) for a term of one year. All subsequent appointments by the mayor and council shall be for a term of three (3) years, except in the event of a vacancy, in which case, an appointment shall be for the time remaining in the unexpired term in which the vacancy occurs. The thirteenth member shall be a senior at Marion High School appointed annually to a term of one year by the high school faculty. Any member may be removed from the board upon three- fourths (3/4) of the city council voting for such removal. (1977 Code § 2.44.030)
