There is created the Marion cultural and civic center board, hereinafter referred to as the "board", which shall have the duty of administering the operation and maintenance of the building and facility known and referenced as the "Marion Cultural And Civic Center". The primary purpose of the board is to encourage and promote a continuing program for the development and propagation of the arts and of cultural and civic activities that will inure to the benefit of all the citizens of the city.
