12-3-2: CONSTRUCTION AND COMPLETION REQUIREMENTS GENERALLY:
   A.   All the improvements required by this chapter shall be constructed or installed in accordance with the plans submitted to and approved by the plan commission.
   B.   None of the improvements will be installed or constructed unless there is an inspector present on the project. Such project inspector shall have been previously approved by the superintendent of the city department under whose jurisdiction the particular improvement falls. The expenses of the project inspector shall be borne by the subdivider. (1977 Code § 16.16.030)
   C.   All such improvements shall be completed prior to approval and acceptance of the plat; or in lieu of the completing the required improvements, the subdivider must furnish the plan commission with a surety bond, sufficient to cover the cost of any or all of the required improvements not then completed, based upon an estimate submitted to and approved by the code enforcement officer, thereby to secure the construction or installation of such improvements within one year after the acceptance of the plat.    D.   When the construction or installation of the improvements has been completed, the subdivider shall file an affidavit with the commission certifying that such improvements have been completed without variation from the plans previously approved. (1977 Code § 16.16.030)
