The general principles of design and minimum requirements for the laying out of subdivisions, set forth in chapter 4 of this title, may be varied in a particular case where the subdivider can show that, by reason of exceptional topographic or other physical conditions, strict compliance with any requirement of this title could cause practical difficulty or exceptional and undue hardship. Such variation shall be made by the city council only upon receiving from the plan commission a recommendation that such variation be allowed. Before making such recommendation, the plan commission must find that such relief may be granted without detriment to the public good and without impairing the intent and purpose of this title or the desirable general development of the neighborhood and community.
