A zone clearance shall be issued by the administrator prior to the issuance of a building permit(s). An approved zone clearance shall indicate that a proposed use, lot, and/or structure is in compliance with the provisions of this title. The administrator shall not issue a zone clearance in any instance requiring action by the zoning board of appeals and/or city council prior to their final action(s).
