No person, firm or corporation owning, managing, leasing or occupying any church, theater, opera house, public hall or other public building, within the corporate limits of the City, shall suffer to be placed or permitted to remain in or across the lobby, aisle or passageway of the same, when the same is occupied by the public, any chairs, stools, seats or other articles blocking or obstructing such lobby, aisle or passageway.
