8-1-4: CLOSURE OF STREETS, SIDEWALKS, BRIDGES AND CULVERTS DURING CONSTRUCTION, REPAIR OR REPLACEMENT:
   A.   Closure Authorized; Safety Precautions: At any time a city street, sidewalk, bridge or culvert is being built, repaired or replaced, the street superintendent or his designee may close to traffic such street, sidewalk, bridge or culvert or such part thereof necessary to preserve the safety of the public and to allow sufficient area for the efficient and expeditious completion of such building, repair or replacement; and the street superintendent, or his designee, shall erect suitable barriers to prevent traffic access to such street, sidewalk, bridge or culvert.    B.   Damage To Safety Devices Prohibited: Whenever any public street, or bridge or culvert thereon, or sidewalk within the city has been closed as provided in subsection A of this section, no person shall wilfully deface, injure or remove any such barrier so placed or erected, nor walk, ride or drive upon any part of any such street, or bridge or culvert thereon, or sidewalk so closed to traffic.
