8-1-1: STREETS:
   A.   Specifications:
      1.   Compliance Required:
         a.   No dedication of a plat of a subdivision or part thereof will be accepted unless there is compliance with the conditions of this section.
         b.   No city service will be available for an unplatted residential development unless there is compliance with the conditions of this section.
      2.   Application And Interpretation:
         a.   The conditions set forth in this subsection shall apply to any proposed street that would be an extension of any existing city street.
         b.   The provisions of this subsection take precedence over any ordinance or part thereof in conflict herewith. (Ord. 1704, 10-19-1998)
      3.   Specifications: Any street proposed or offered to become a city street shall have a right of way fifty feet (50') in width with a street surface of a minimum of twenty seven feet (27'). Such street shall have a six inch (6") compacted rock base and a surface of at least three inches (3") of asphalt or six inches (6") concrete; either type surface to meet the standards for such surfaces established according to standards of the Illinois department of transportation.
      4.   Curb And Gutter Required: All streets constructed after the effective date hereof shall have an eighteen inch (18") curb and gutter abutting either side of the street. A "V" type curb and gutter will be permissible after approval by the city. (Ord. 1704, 10-19-1998; amd. 2013 Code)
      5.   Stormwater Drainage: A plan for stormwater drainage or, if necessary, stormwater impoundment, prepared by a licensed professional engineer, must be submitted with any plat proposed for dedication to the city. The same condition shall apply to any street proposed for dedication to the city. (Ord. 1704, 10-19-1998)
   B.   Street Lighting:
      1.   New Subdivisions:
         a.   The developer of any subdivision shall include in the plan for development the suggested appropriate location for installation of streetlights.
         b.   Upon receipt of the suggested location for streetlights, the city shall determine if such streetlights are warranted.
         c.   In the event it is determined such streetlights are warranted, it shall be the responsibility of the developer to pay to the providing utility the cost of such installation.
         d.   The city shall have the responsibility to pay the monthly price for the operation of each streetlight installed.
      2.   Existing Developments: Upon approval by the city of a request for a streetlight in a developed area, the person making the request shall pay the cost of installation of the streetlight. The city shall pay the cost of the pole and light and shall be responsible for the monthly cost of operation. (Ord. 2175, 11-13-2007)
