6-2-2: DEFINITIONS:
DISASTER: Considered to be an occurrence that has resulted in injury to persons or extensive damage to property for which customary resources for relief or assistance within the affected area are insufficient to succor such injuries or repair such damage after they occur.
EMERGENCY: A sudden condition or state of affairs calling for immediate action to prevent injury to person or damage to property, or to call for immediate response where injury to person or damage to property has occurred precipitously.
EMERGENCY MANAGEMENT: Considered to include preparation for and to carry out emergency functions to prevent injury to persons and damage to property which could result from a potential catastrophic or disastrous event. Emergency management shall include providing necessary functions for the care of persons afflicted and minimizing the effect of damage to property resulting from such an event.
EMERGENCY MANAGEMENT FORCES: The total personnel resources engaged in emergency management functions in accordance with the provisions of this chapter or any rule or order hereunder. This includes personnel from city departments, authorized volunteers, and private organizations and agencies.
EMERGENCY MANAGER: The staff element responsible for coordinating city planning and preparation for disaster response. This position is a city liaison and coordinates with federal, state and local jurisdictions relative to disaster preparedness activities and assures implementation of federal and state program requirements.
