Because of the possibility of the occurrence of disasters, natural and otherwise, which may result in injury to persons and damage to property in order to assure preparations of the city will be adequate to cope with such eventualities, it is hereby declared to be necessary:
A. To establish a department of emergency management for the planning and preparation for emergency government operations in times of disasters.
B. To create the office of emergency manager, the occupant of which shall administer the operations of the department of emergency management.
C. To comply with provisions of statutes which allow a local unit of government to establish an organization for emergency management.
D. For the emergency manager to exercise such necessary powers as may be required to facilitate the operation of the department as are authorized by the city council and relative state and federal regulations.
E. To provide for the rendering of mutual aid between the city and other units of government with respect to the carrying out of emergency preparedness management subject to direction of the city council. (Ord. 3132, 10-28-2013)
