5-3-3: NOTICES TO ABATE:
   A.   Annual Public Notice: The city clerk, or his designee, annually, at or near the commencement of the growth season, shall notify, by publication in a newspaper of general circulation within the city, all owners or persons in control of real estate to cut, destroy, or remove any such weeds, grass, other vegetation, or matter found growing, lying or located on such properties and areas regulated by section 5-3-1 of this chapter.
   B.   Individual Notice: The city code enforcement officer, after determining that a particular lot or parcel of real estate is in violation of section 5-3-1 of this chapter, shall post a notice on such lot or parcel of real estate in substantially the following form:
   NOTICE
   To the owner or person in control of the real estate located at                      in the City of Marion, Illinois
   Weeds, grass or other vegetation of a height of eight inches (8") or more exist on such real estate in violation of Section 5-3-1 of the City Code.
   Unless such weeds, grass, or other vegetation is cut to permissible height, or less, or is otherwise removed within seven (7) days after the posting of this notice the owner or person in control may be fined not more than seven hundred fifty dollars ($750.00). Each day such violation exists will constitute a separate offense.
