Any citizen of the city who observes a violation of this chapter may report to the code enforcement department the location and the name of the owner or occupant of the property on which such nuisance is alleged, and the code enforcement department shall make an investigation of such charge, and if such nuisance exists, shall issue a notice to the owner or occupant of the property as provided in this section.
Any person who by reason of another's violation of any provision of this chapter suffers special damage to himself or herself different from the suffered by other property owners throughout the city generally may bring an action to enjoin or otherwise abate an existing violation.
