A. Salaries: Salaries for the mayor and commissioners shall be as follows:

B. Expense Allowance: Effective May 1, 1991, in addition to the salaries set forth in subsection A of this section, the commissioners, except the mayor as ex officio liquor control commissioner, shall receive the sum of one hundred dollars ($100.00) per month as an expense allowance.
