(A) Policy. It is the policy of the city to establish a method for granting leaves of absence before the Board of Works and Safety.
(B) Scope. This policy applies to all city employees, subject to modification by the terms of any collective bargaining agreement entered into by the city with a bargaining unit representative (union).
(C) Purpose. It is the purpose of this policy statement to outline those conditions under which leaves of absence may be given and to define the status of employee benefits during an extended leave of absence.
(D) General.
(1) A leave of absence may be granted to any full-time employee after one full year of service. Leave request shall be made in writing to the employee’s department head as far in advance as possible before the beginning date of the requested leave of absence and shall specify the reason for the leave and the expected date of return.
(2) Each case shall be decided on its own merits and shall be approved by the appropriate department head with the approval of the Board of Works and Safety.
(3) A leave of absence, where granted, shall protect the employee’s accrued service record.
(4) No employee shall receive compensation for disability leave, except for accumulated vacation, sick and personal days as determined by the Board of Works and Safety.
