§ 150.49 RESPONSIBILITIES OF OWNERS AND OCCUPANTS.
   (A)   Every owner of a dwelling containing two or more dwelling units shall be responsible for:
      (1)   Maintaining in a clean and sanitary condition the shared or public areas of the dwelling and premises thereof;
      (2)   Exterminating any insects, rodents or other pests therein or on the premises; and
      (3)   Supplying the required residential waste receptacles for each rental dwelling, as provided by Chapter 50.
   (B)   Every occupant of a dwelling or dwelling unit shall be responsible for:
      (1)   Keeping in a clean and sanitary condition that part of the dwelling, dwelling unit, and premises that he or she occupies and controls;
      (2)   Keeping all plumbing fixtures therein in a clean and sanitary condition, and exercising reasonable care in the proper use and operation thereof;
      (3)   Hanging all screens and double doors, storm doors, and windows whenever the same are required under the provisions of this section, except where the owner has agreed to supply such service;
      (4)   Disposing of all his or her solid waste, appliances, furniture and bulky items in a sanitary manner as provided in Chapter 50. This provision does not relieve the owner of the responsibility to maintain his or her property in a clean and sanitary condition. The owner shall provide a residential waste receptacle for each rental dwelling per each structure;
      (5)   Disposing of all his or her solid waste, which might provide food for rodents, in a clean and sanitary manner by placing it in solid waste disposal facilities or a residential waste receptacle as required by Chapter 50. It shall be the responsibility and duty of the owner of any building containing one or more dwelling units to supply the required residential waste receptacle for each rental dwelling as provided in Chapter 50
