§ 39.01 CITY CIVIL DEFENSE ORGANIZATION ESTABLISHED.
   (A)   The City Civil Defense Organization is established. This Organization shall be known as the City Civil Defense Department.
   (B)   The City Civil Defense Organization shall be headed by a Director, who shall serve at the pleasure of the Mayor.
   (C)   The City Controller shall be responsible for the receipt and disbursement of all civil defense funds.
